The council was founded on August 19, 1976, taking the name of Father James L. Rizer. Father Rizer was the Parochial Vicar at St. Bede from 1977 to 1982. He died in 1989.

The Council works closely with Saint Bede Catholic Church.

Business Meeting is 2d Thursday of the month at 7:30 pm at the Parish Center.

Program Meeting is 4th Thursday of the month at 7:30 pm at the Parish Center.

The Parish Center is located at 10 Harrison Street, Williamsburg, VA (behind the W&M College Campus Chapel on Richmond Rd.)

Special programs during the fall and winter may take the place of the Program Meeting.
